Description du poste et missions

The EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (Ops) – Equity New Products and Special Transactions – Intermediated Finance for Micro, Small and Medium Enterprises Division (ENPST-4) – Structured Finance Unit, at its headquarters in Luxembourg, a:

 

(Senior) Loan Officer – Structured Finance

This is a full time position at grade 5/6

The term of this contract will be until 31.12.2020 – position linked to the InnovFin Mandate

Panel interviews are anticipated for beginning of July 2018.

 

Purpose

The Intermediated Finance for MSME Division is part of the ENPST Department, focusing on the implementation and development of financial products for the purposes of delivering EIB lending activities via intermediary financial partners (banks, funds, platforms) and structures (guarantees, loans, (mini)bonds, loan substitutes, portfolio/pool tranching/enhancement/purchase). Intermediated and structured finance products are key means for the delivery of current EIB and EC initiatives such as Innovfin and the Investment Plan for Europe (through the European Fund for Strategic Investments "EFSI").

The Structured Finance Unit is responsible for the centralized coordination and support to EIB Geographical lending divisions for the InnovFin Mid-Cap Guarantee product (MCG), and plays an active role in financial product development of EFSI Risk Sharing instruments with EIB financial partners (guarantees and contingent loans under full or partial delegation to the Intermediaries). In addition the Unit also focuses on EFSI projects in the areas of (i) new Structured Finance product development for SME and MidCap intermediated products, (ii) implementation of Investment Platforms under EFSI, (iii) non-granular Asset Backed Securities and Debt Funds, and (iv) other risk sharing products.

Operating Network

Reports to the Head of Unit and to the Head of Division, and cooperates closely with colleagues working in the Division and in other horizontal and geographical departments within Ops, and also within other Directorates e.g. Risk Management (RM), Legal (JU), Projects (PJ), Transaction Management and Restructuring (TMR) and Finance/Funding (FI).

Accountabilities

InnovFin MidCap Guarantee (MCG):

  • Monitor the portfolio ramp up of signed InnovFin MCG operations and provide guidance to risk sharing counterparts on contractual eligibility criteria
  • Liaise with Middle Office counterparts and be fully aware of reporting and monitoring requirements, and of the execution of guarantee call procedures as well as the monitoring of financial intermediaries.
  • Follow and improve internal and external reporting requirements and monitoring tasks under InnovFin and other financial products managed by the Division, via-a-vis other EIB Services, Financial Intermediaries and the European Commission.

Risk sharing support (including MCG):

  • Support loan officers in Geographical Divisions in evaluating the quality of potential counterparts and in structuring risk sharing transactions;
  • Draft sections of due diligence documents relating to mapping and pricing of risk sharing transactions;
  • Support loan officers in negotiating terms and conditions of risk sharing instruments, in coordination with JU, RM, FI, PJ and OCCO if relevant;
  • Revise and implement procedural improvements related to Risk Sharing instruments both at an EIB internal level and with external counterparts such as Financial Intermediaries.


To the extent possible and when workload under the MCG initiative will allow for it, the (Senior) Loan Officer will also be responsible for the following tasks:

New Product Development:

  • Develop business case for new financial products for enhancing EIB intermediated activities with financial partners based on identified market needs, including developing key technical and legal features;
  • Development of unique financing solutions and structures to meet clients' funding goals and objectives while achieving EIB policy objectives;
  • Perform market testing and pipeline building for first pilot transactions;
  • Following approval of a new product, execute first individual transactions;
  • Use results and experience gained to fine-tune term sheets, product flyer, internal procedures / systems;
  • Roll-out of products using internal Bank-wide workshops / presentations to banking divisions within Ops;
  • Assist Global Relationship Managers (GRM) in building a business pipeline for new products with financial partners;
  • Together with GRMs, conduct roadshows for market awareness raising;
  • When requested, support OPS Geographical teams to execute transactions.
  • While the (Senior) Loan Officer’s primary focus will be on risk sharing products and product development, his/her responsibilities will, subject to time and resource availabilities, also include:

Structured Finance product origination, appraisal, and negotiation:

  • Originate and execute structured finance transactions (non granular ABS, Debt funds, CLO/CDO, CB, WBS);
  • Monitor closely and build knowledge/expertise in structured finance sector and trends in specialized products;
  • Lead and monitor the appraisal process and draft financial reports and lending proposals;
  • Prepare approval documents for the presentation to respective approval authorities;
  • Lead and coordinate the negotiation process with the borrowers, external legal advisors and internal counterparts;
  • Disbursement and monitoring process;
  • Follow -up the development of the transactions and in the event of contractual and structural modifications liaise with key external and internal stakeholders in order to maintain the quality of the loan portfolio;


Qualifications

  • University degree, preferably in Finance/Economics
  • A minimum of 5 years' experience in the financial sector, preferably in origination and execution in Structured finance markets
  • University degree, preferably in Finance/Economics
  • Good knowledge of financial analysis as well as proven experience in credit risk assessment
  • Good Knowledge of Structured finance products desirable
  • Partnership and working experience with counterparts involved in the Structured finance markets will be an advantage
  • Knowledge of processes and procedures related to the administration, control and monitoring of lending operations.
  • Knowledge of standard computer tools
  • Excellent knowledge of written and spoken English and a good command of French (*).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
